Context: proofs that rollmint block was included in celestia block

• Create ADR for message inclusion gossiping network

• Add ability to mark DA included using inclusion proofs #1708

this can be optimistic. Once the aggregator knows that their block is added to Celestia, they may simply sign an attestation asserting that it's available in a specific Celestia block-height. An exclusion proof may be used as a kind of fraud proof for these attestations to alert light clients to a withholding attack
